Trump did say he did prefer "acting" cabinet members (which could serve up to 200 something days without Senate Confirmation) because it gave him more flexibility...

But there are several SIGNIFICANT differences between Cabinet resignations and STAFF resignations. Staff are truly your people. They are the ones you are closest to and have the most interactions with and have the deepest relationships with. Kameltoe is a more deplorable human being that Killary Clinton... and THAT is saying something. Killary at least mostly kept her staff intact. The Kommieforniastan Prostitute that sucked her way into politics can't even keep STAFF happy. With relatively few exceptions, Trump was able to keep staff happy.
