Bush definitely didn't blow up the trade towers but he (and many others) knew it was going to happen and laws were already in place to get passed a few weeks later.

Bush was in office just shy of 9 months when 9/11 happened. Some of the high hijackers were actually in the country in 2000 before Bush even took office.
