Does it matter to the voters who put Fetterman in office?

Given his policy history and reduced cognitive abilities, did the voters expect Fetterman to craft meaningful legislation or was he elected to be a reliable democrat-vote on whatever legislation the party supported.

Unless a role-call vote is required, I suspect Fetterman's ability to pass legislation via Proxy or Unanimous Consent will empower his vote regardless of his inability to read or comprehend any of the bills sent before him.
