He couldn't because of the reconciliation procedure that was used to prevent a Democrat filibuster which limited the length and cost of tax cuts.  They will have to be extended by a new law if they can pass it. Reconciliation has its limits.

Listen closely. It ALL has to do with the Reconciliation process that has certain criteria it must meet. Individual and Corporate are 2 separate things. One met criteria for permanent and the other didn't. I personally don't know the criteria but some of it has to do with how much it raises the budget. It's Congressional rules. You wanted to know why and this is why.
