I'm putting my California license plates through a metal shredder with a before and after picture and sending to the DMV.

A much better course of action is get  your new state's plates and install them on your vehicles.
Then make the DMV your last stop on the way out of this shit hole.
Turn in your plates and get a signed receipt.
