Pee tape story invented by Clinton campaign worker, Charles Dolan.

They start the rumor, they pay someone to uncover the rumor they started, they get the FBI to investigate the rumor they started. The clinton campaign leaks the fact that the FBI is investigating Trump to the media. The media runs with it. The FBI alarmed by all of the media reports thinks there might actually be something to it. the FBI uses a security briefing as a rouse to ascertain trump's guilt, with guilt still in question, they use FISA warrants to tap the phone of campaign officials, Trump becomes suspicious they are out to get him. He fires Comey. they spend millions on a special counsel investigation, that impedes his ability to govern. His DOJ hires another special counsel investigator to learn how this could ever happen in the first place and then the media says that the second investigation was a waste of money.
