Crazy scam in a small town

My wife works as a circuit clerk in a small town here in Missouri. this is a case she is working with right now:

An elderly couple got a phone call saying that their bank accounts had been compromised by the fact that someone on a computer in their house went to a child pornography site. the caller claimed to know how much money was in their account. They were told they had to pay $88,000 to keep from being prosecuted.

Scared, they went to their bank and withdrew $88,000. A bank employee wanted to know the reason for such a big withdrawal, but they were embarrassed to say why. the bank employee knew a family member and told them about the withdrawal.

a young man of Asian descent, unusual in the town, came to retrieve the money. the victims now suspicious that this was a scam refused to give it to him and called 911. the man left. The police arrived and when told of the scam realized that they had seen a man fitting the description on the way to the residence.

The police told them not to give them any money and if they heard from the caller or the Asian man again to call back.

As soon as the police left, the Asian man returned to the residence and harassed the victims to turn over the money. They called the police and he was arrested. He is a Taiwanese national going to college in California. He claimed he is nothing more than a courier for an organization that pays him $1000 to pickup the money.

They held him on a no-bond warrant because if he fled back to California, Cali is a non-compact state. They would not send him back. Which is UNBELIEVABLE to me.

My neighbor got some scammers calling her cell phone. For some inexplicable reason she keeps answering it and getting all riled up. They're using our good nature against us. Her husband finally had to change her number.
 They have some decent blockers but nothing is 100%.
 I get daily scam calls but they get blocked automatically.
