They did not while we were there. 

They would seriously have to do something about the cost in order to make it mandatory. It would price nearly everyone out of the market, even the wealthy. It would go from probably the most expensive place to live in the US, to most definitely the most expensive place in the US and one of the most expensive places in the world. And it would certainly be the death knell for that state.
