Am I understanding this correctly, it seems that tools are not the way to go in 2022 and tool assemblies are?
I say this because it seems that you cannot save tools from part file to tool library in 2022.

I've been able to save tools to a library in 2022.  I know that things have changed quite a bit so I'll wait for someone who can better explain things to answer.

How are you trying to save the tools to a library that isn't working?

Are you using the in Mastercam Tool Editor or the stand-alone .exe?

There are several ways to do it

Open the part file Tool Manager
Right Click a tool assembly
Choose "Save assembly to library"
Select what you want to save and what library you want to save it to

When using the tool manager in Mastercam (not stand alone) the arrow that allows you to move tools from part tools to library tools is not highlighted to allow you to. Also no copy tools in right click.

In the tool path manager where you define your speeds and feeds, right click on the tool, "Save to library should be there

The issue is you have to click save assemblies to library, then change the filter to tool.

Yes, this works to save it, that said I am wondering if the future will be exclusivly assemblies, in 2022 they changed "save tools to library" to "save assemblies to library".
I am not a big fan of having tools divided up between the two tabs (assemblies and tools)

The new toolmanager was reworked extensively with all that assembly stuff after x9, I don't think another overhaul is likely anytime soon..
