Or the fact that in October, PedoJoe said he will start building it again.

The reason why he stopped it, is money (and because it was Trumps idea). There was a very large sum that congress appropriated for the construction, he figured he could stop the construction and snatch that money. But he quickly found out that the money cannot be taken because of how it was originally appropriated.
