I've been meaning to dig into it a little deeper... but I think (I may be wrong) that this applies to them ONLY if they have worked a regular job and put in the required number of quarters. As it sits currently, they cannot draw both a public sector employee pension and SS even if they paid in to SS.

I'll put digging into the bill on my to-do list this week.

I know teachers in my area that during the summer months they would have jobs and pay into SS so they can collect later. I also need to delve deeper into this, and ask some retired teachers.
