Now you are getting into the regulations.

Pouring Salt water onto the areas would damage the Vegetation. and kill the native Titmouse.

Not to mention damage to The Ground water in the Basin.

Regardless if it is a desert or Mediterranean, the fact of the matter is drought is a normal situation. Average rainfall for LA Basin is only ~13-ish" per year.
