I'd have thought the highway would have acted like a firebreak enabling some of the houses to be saved,
but that was not the case.. The winds must have been fierce.

I don't know about the city itself, but from what I've read and seen , everything on the ocean side of the Pacific Coast Highway in Malibu is gone.  Those were the houses actually on the beach, facing the ocean and their backs to the highway.
I think some of them we appraised north of $250 million.
Poor Paris Hilton owned one of them and is now homeless

So The Pier and Malibu Inn seem clear. And Paradise Cove.

It rides the Beach I mean like a 1/4 mile.

In certain spots like Topanga Canyon the wind accelerates being Pushed through the Pass they said up to 100 MPH.

Agoura Pass through Topanga is Notorious.

Americans are dumb. We build in places that get hit by natural disasters (like places where fires have traditionally ravaged hillsides) and then act surprised and blame it on climate change when it burns down. Or build a city, below sea level, on a coast that is prone to hurricanes. Act surprised and blame climate change when it floods. Rebuild, rinse, repeat.

Sure, those fire or floods may only happen every 100 years of so, but simple fact is they will happen. We are retards at managing resources, whether it be storing water, harvesting timber, or zoning places that will eventually burn.

You can build a house anywhere, doesn't mean you should do it though.
