The largest single contributor to the US's GDP must be fixed because the financial health of the nation depends on it.

The problem is all the people that are in the way and they cannot be stopped. They are bought and paid for by Public Sector Employee Unions. There is too much money, too much Vote Blue No Matter Who, too many idiot Democrat voters to overcome.

I do not see any solutions for that state.

There is $1,000,000,000,000 in unfunded public sector employee pension liabilities out there. It could be larger, and the state is REALLY good at hiding debt from the public. That debt is a problem so large I can't even wrap my head around it. It's a debt so large EVERYONE in the US will be paying for California's folly... because they'll have to. And if they don't, we'll have a repeat of 2008/2009... but worse.

It may, but this looks to be an actual power plant with lithium battery power storage on site.

I don't know about this one, but they have built some huge battery storage facilities here in Cali.
Basically they are just giant lithium battery packs.
The idea is, charge them up using solar power during the day and feed the power back into the grid at night.
They work, but the cost to build and run them vrs the power they can store does not work without massive
subsidies and fancy accounting.
They also like to burn, usually on very hot days. Once they catch fire, they are nearly impossible to extinguish
and leave a toxic wasteland behind once the fire is out.

This specific fire is at the mouth of the river in Monterey Bay. Sounds like a wonderful spot for highly toxic materials to be released.  ::)
