Did you notice that the memorandum was about agriculture, not resupplying LA? 

yes, of course that was the problem then. But LA at the time was complaining about how much water the pistachio farmers were using, that was taking away from their water supply.

But if more water went to the area it also freed up water for LA. Instead of more water, Newsome's idea was to reach water agreements, which I guess means rationing. I'm not sure what else that would mean.

Either way, the Fact Checker says that Trump is false. It should at least say mixed. But from what I'm seeing the only thing trump really said, that was wrong is that Newsome wouldn't sign it. Maybe he means, "sign off on it" rather than litigate it. And if we are squabbling over whether it's a declaration or memorandum, that is just semantics.  What am I missing?

I don't know how true that is, but if it is, it makes Trumps claim 100% full of crap no matter how you break it down or what semantics you use.

I didn't see the part where LA's water was being restricted due to pistachio farming. I'll have to read back through it.
