From what I've read/saw, and I fully expect this to be labeled a left wing talking point; the amount of water required to fight that fire would have devastated any water supply. Wind speed, wind changing direction, resources being spread thin all played a factor. 

This was the explanation from a video that show Elon questioning the fire command team in LA and they explain 12 minutes in to the video.
