Here's a 'dead' person on Social Security in Seattle, with plenty to say

This happened to my MIL
They quarantined her in a 4 bed room for 6 weeks due to covid.
During those 6 weeks they cycled a half dozen old people through that room.
She was the only one to leave that room alive.
A month later her SS deposit failed to arrive and her Medicare was terminated because she had been reported dead.
The "healthcare" facility had reported her dead because the Feds paid them a large death benefit.
Fortunately, one of my wife's co-workers had a daughter who was a big shot at the local SS office.
She got my MIL resurrected in a couple of weeks.

I'm betting there was more than one person drawing SS on that guy's SS# and the other person has died.

A co-worker has someone collecting benefits on his SS number.
The Social Security Department seems totally uninterested in getting it straightened out.
They know about it and have told my co-worker not to worry about it, his benefits will not be affected
when he retires. That was several years ago and nothing has changed.

Believe it or not, it was a cell phone company who told him about it.
He's a very good trader, has a couple of million in his 401K, his house is paid off and doesn't owe anyone a dime.
He tried to trade in is phone on a 36 month 0% interest promotion and they turned him down
because of the 2nd person using is SS#. Apparently, that person has terrible credit.

It seems to me there would have to be a death certificate to declare someone legally dead.
