While conveniently not mentioning that Trump started the emergency services ball rolling within 20min of getting the call. I would say that is rapid response no matter who was driving. Too bad the water was rising at 6.9in/min.

A few things of note
This was not global warming.. there were similar floods in the mid 80' and the 30's
The National Weather Service issued timely and appropriate notices and immediate evacuation 
warnings for the Kern Country river bottoms 3 hours before the torrential rains arrived.
On the local level however, there were massive failures. Local authorities and the local population did nothing
until it was far too late.

On a personal note, here in Riverside County, I get text messages and and alerts sent to my car all the time.
The sky will be perfectly clear with not a cloud in sight and I'll get a flash flood alert because of rain in the mountains 40 miles away.
In theory this is a valid warning, in practice, I just ignore them.
I think warning fatigue had a lot to do with this tragedy.
People had received so many warning they ignored them until it was far too late.

You would think that an area known as "Flash Flood Alley" would have some kind of warning system in place?  :shrug:
I'll go back to being a conservative, when conservatives go back to being conservative.

Ironically, the Texas Legislature recently voted down a warning system over a dispute on how to pay for it.

The NWS.... when I lived in SoCal, I would be 100 mile away.. 2-3 mountain ranges and 3'4 valleys away from Port Hueneme, or Pt. Mugu and I would get "severe weather warning" or "small craft advisories" alerts. :rofl:

Conversely.  I was in Moab, Utah last year or the year before... NWS issued a flash flood warning. Wife and I left the area. A few hours later,

I think the dipshits who zoned the land as "ok to build" in a flood zone are to blame. "oh, it hasn't flooded for 40 years, it must be safe to build there"

Rebuilding in a place that is known to have natural disasters every now & then is fucking stupid. And of this there is no doubt, that river has flooded before, and it will again.

where I live, there is no planning and zoning except if it's within city limits. my guess is that area is similar.
