The executive branch is supposed to be executing the law.  As in enforcing the law.

you should probably have amendment period specific dictionaries on had because the meanings of many words have changed over time.

It seems like this administration has the incorrect interpretation of execute.

IIRC This time limit was instituted as a result of the delays in the Reagan admin trying to help Burgmaster (bought by Houdaille Industries, and then taken private in an at the time unprecedentedly large leveraged buyout).  All covered in a great book that will make you scream about the bean-counters wresting control from the people who actually know WTF they're doing!  "From Industry to Alchemy: Burgmaster, a Machine Tool Company" by Max Holland.  Originally released as "When the Machine Stopped: A Cautionary Tale from Industrial America".  This is the same book just reprinted with an additional foreword.
