"State Rep. Ken Borton, R-Gaylord, today slammed Gov. Gretchen Whitmer for authorizing and supporting the Michigan Department of Natural Resources' attempts to wage legal and financial warfare against anyone with a backyard birdfeeder.
 Borton, who chairs the House budget committee responsible for the DNR, fought hard to include birdfeeder protection language in the budget through bipartisan negotiations. By deeming this language unenforceable, the governor is ordering her administration to ignore this language and the bipartisan legislative process by which it was approved."

Is it to address avian flu?  Or to follow the law against having food out that will attract deer?

I honestly don't know.
Probably selling it as fighting the avian flu to quietly enforce the feeding of deer.

Seriously, I tried to look it up.  No law against birdfeeders, just can't be placed accessible to deer and shouldn't have corn.  Earlier in the year there were recommendations to not use them, to help prevent the spread of avian flu, and definitely take them down "if you see six or more dead birds."  Here's one about the deer issue.

Incidentally, the same Rep that you linked first is pushing for a ban on DNR being able to come onto private property without permission or a warrant.  They operate now under an "open fields" doctrine.

I've been to Gaylord MI.  I was corrected pretty quickly by a gas station attendant, it's pronounced Gaylerd, Not Gay-Lord 😂
