That's a different argument. NOBODY outside of Texas GAF about what goes on in Texas' legislature. 

What matters to the nation is what Texas and California are doing to their congressional maps.

Sure, and thats 25 Republicans, 12 Democrats, and 1 vacancy

The number of registered voters still applies. 

Texas has a 67.6% Republican representation in congress and only 38% of the votes

I'll go back to being a conservative, when conservatives go back to being conservative.

I piggy backed on @MIL-TFP-41 very reasonable assertion that the EC voted should be divided up by party affiliation percentage. I did the math for both states.

As of the most recent data from the California Secretary of State in February 2025, registered Democrats make up 45.3% of California voters, compared to 25.2% for registered Republicans. "No Party Preference" = 22.3%

I just did.  Cali is tougher because they have a lot of swing voters. The search says that more often than not, the swing voters, vote Democrat. But that doesn't help with the numbers.

In their "voter profile" data, PPIC similarly reports that around 39% of independents lean Democratic, about 26% lean Republican, and about 34% don't lean strongly toward either.

James, the only thing that matters about California's (or Texas') redistricting shenanigans is who controls the House.  Only Maine (4) and Nebraska (5) split their electoral college proportionally.  The other 48 are winner-take-all.
