The Golden State's power to shape the national car market is in tatters thanks to Trump 2.0. Where it took federal officials nearly 18 months in Trump's first term to revoke the state's nation-leading electric vehicle sales mandate, they accomplished it in less than five months this time around — and California has yet to come up with a way to counter it.

The result is a stark reversal from Trump's first term, when California repeatedly slowed or blunted federal rollbacks — and often outmaneuvered a White House mired in internal dysfunction. Now, he is running roughshod over one of the signature policy priorities of this heavily Democratic state.


The infighting, sloppy rulemaking and a lack of clear policy goals that marked Trump's first administration have been replaced by an aggressively overhauled government workforce stocked with MAGA loyalists and an eagerness to test the bounds of executive authority. Backed by more-seasoned agency staff, congressional Republicans in lockstep with Trump's agenda and a playbook in the form of Project 2025 — the conservative Heritage Foundation's comprehensive policy blueprint — Trump 2.0 has looked like a completely different animal.

"We did not have those tools available to us the first go around, so all of those things together — lessons learned, having done it before and knowing where to look for potential roadblocks — that's why the second term has been much more effective," said Mandy Gunasekara, who served as EPA's chief of staff during Trump's first term and was the lead author of the EPA chapter in Project 2025.

"Fast forward to this go around, the administration prioritizes not wasting time. They understand how important time is, especially in the regulatory landscape," she continued.

The Trump administration's more muscular posture has unfolded across the policy spectrum, from an aggressive, far-reaching immigration campaign to the feud with higher education that has resulted in some universities capitulating on diversity initiatives and support for transgender athletes.

But nowhere has the administration's increased effectiveness been more apparent than in its goal to undermine California's ability to drive the electric vehicle market, which Trump promised to roll back in a Day 1 executive order. To many political and policy professionals here, that pledge at the time seemed like bluster — until it wasn't.

I have been thinking this for a while. Trump would never admit it, but Biden's presidency was a gift to him in a lot of ways, except for lawfare overreach.

I feel the same way. The best thing that could have happened for the Democrats would have been if Trump had won in 2020.

Firstly, Trump would have had to deal with the Covid fallout.

Secondly, Trump wouldn't have had time to build a gameplan with the turds at the Heritage Foundation.

Now, I'm afriad of what comes next.  :(  That pendulum has swung about as far as it could, and it's going to swing the other direction.   
I'll go back to being a conservative, when conservatives go back to being conservative.

If the void of Legislative Branch's power wasn't so prolific, perhaps we would not have the Judicial and Executive Branches usurping it.
