One of the most obvious reasons both numbers can be correct is "what is a criminal?

While one might say any one that has committed a crime is a criminal, another might say only someone convicted of a crime is a criminal. As in, maybe 70% have been charged but only 47% have, so far, been convicted.

It looked like they had him disarmed before they shot him. If that's true, it should be surprising to everyone.

Having said that, back when I had my Wa State CPL and was carrying, if pulled over, the first thing I always did was tell officers I was carrying and make sure my hands were where they could see them.
