It looked like they had him disarmed before they shot him. If that's true, it should be surprising to everyone.

Having said that, back when I had my Wa State CPL and was carrying, if pulled over, the first thing I always did was tell officers I was carrying and make sure my hands were where they could see them.  :shrug:

It sure didn't look like he was fighting very much. Mostly pushed around, pushed down, held down, stripped of his legal weapon (which he did not attempt to draw), and executed.
