it was a Spanish colony, then a French colony.
The French governance was especially barbaric
Haiti was mostly sugar plantations requiring lots of slaves to function
A plantation slave's life expectancy was under a year.
60 to 80% of Europeans died of malaria or yellow fever within months of arriving.
That part of the world was known as the Fever Isles during the Napoleonic Wars
British troops considered a posting to the Caribbean a death sentence.
Now the Caribbean is considered a dream vacation, mostly due to the miracles
of modern vaccines.
 
A series of violent slave rebellions lead to independence in the early 1800's.
No European ( or American) power was ever interested in taking over as it is
was and remains one of the deepest hellholes on the planet.
(edit-  the US occupied Haiti from 1902 to 1934 in a dispute over bad debts)
It had been a poverty stricken, disease and violence ridden place since
Columbus found it in 1492.
The only difference is that today they have better weapons and the wealthy can
get vaccinated.
