Well I don't know how it happened  but my (highly modified) Tool Library got hosed today. I resorted to pulling a backup copy that is about a year old so I have probably got about 96% accuracy. In my efforts to recover a newer version I noticed no export/import from file where you get an editable text version of the library. I used that function in the past to make a lot of changes.

Am I just missing this feature or has it been eliminated?

This wouldn't happen so much if the tool library was in xml format, but thats a lot of work, those binary files take less space and are fast to read, but also more prone to corruption.
