Probably being the only person who went through the rabies vaccination series (as a 4 year old no less) perhaps my perspective is a little different than yours on the effectiveness of vaccinations. I think he announced his retirement because he thinks if he is still in play and the R's take over congress he will be called to testify in some hearings that won't like. I think the same goes for Pelosi jockeying to become the ambassador for Italy next year.
