Domains and all that stuff

Domains were brought up in a now non-existent thread.
I have a friend whose non-profit is having an event next year (it's an annual thing). They would like to have a website to help promote and provide info for it. Being a non-profit they are on a shoestring budget. I have no experience with this and am hoping someone on here might have a suggestion.
Any help will be appreciated.

Getting a domain name is usually relatively inexpensive.  Depending on the domain name and availability, about $15 a year. If they want privacy protection (not have your personal information shown when someone does a 'whois lookup' then it's extra.  I think that Google domains may still have a deal going on where if you register through google domains, the privacy protection is free.

The host is a bit of a different story.  Hosts can be cheap or expensive and reliability doesn't always reflect the price.

There are also tiers.  So you can pay for a shared host single web site with limited storage which makes it difficult to set up a test site, host pictures etc, all the way up to unlimited everything on a dedicated server. They usually give deals on the first 2 or 3 years and then the price goes up considerably once the discounted contract is up.   

Bluehost, which is who hosts this site, has a deal for the single web site on a shared host with limited storage for $5 a month for the first 3 years. After that it goes up to $10.  That comes with a free domain registration for the first year, but you have to pay for domain privacy with bluehost (if you want it) which I think costs about $12 a year per domain?

I don't know that I would use bluehost if I had to do it all over. They haven't been horrible but the shared host they have this site on seems very slow some times and the reliability can be spotty.

Bluehost is who I use for our website/email. I have a dedicated IP address and other things. I pay about $300 a year for everything I use for the group. I have had Fatcow and other ones over the last 15 years. When Bluehost gets to the point of not being usable then I will switch to another hosting company. This was the first one I used that was a Wordpress site so that has and still is taking some used to getting to. Their motto is online sales and blogs along with other promote yourself and be the king of your own world methods. Not who I am so all the Monster Analytics and Google search engine promotions mean nothing to me.
