It's how they skew the data and report it. For instance "1 in 10 migrants released by Trump" or "1 in 20 migrants released by Biden". (Not using actual numbers) When there are only 100,000 crossing the border for Trump or 10,000,000 crossing the border for Biden, you do the math.

You're attempting to skew the data.  If 20 crossed under each, immigrants are more likely to be released under Trump.

They're citing a study done that the headline is literally "THE BIDEN BORDER CRISIS: NEW DATA AND TESTIMONY SHOW
HOW THE BIDEN ADMINISTRATION OPENED THE SOUTHWEST BORDER AND ABANDONED INTERIOR ENFORCEMENT"

It was only one aspect of that study "Migrants Were More Likely to Be Released by Trump Than Biden".
