I read an article shortly after Chavez died and Maduro took over. It explained how the US ratcheted down on Venezuela after humanitarian conditions got bad. People who were wanting to supply Venezuela were afraid to because they didn't want to chance being cut off by the US or US friendly nations.

This ties some of the dots together.
