They shouldn't be.
The gas lines were damaged by a private contractor.
PG&E were called to the scene.
They shut off the gas and were working the problem when the explosion occurred.
Of course PG&E will get sued.
After all, this is the PRK (People's Republic of Kalifornia) and PG&E does have the deepest pockets.

I must have misread that. I thought PG&E damaged them.

There was a gas explosion down here a few years back. 2019 to be exact:

I was living 8km away at the time, and I recall the moment that place exploded. I was sitting in my office at home, and heard the front door move and a kind of "boomph". A few minutes later I head sirens. Living near the airport, though a plane had crashed.

I've never liked gas in the home. Our new place doesn't have gas at all.
