I saw him say "whoa" as the corner of the car grazed him. I also saw the wheels of the car turned as far right as they would go, away from the guy. This would seem to indicate she was trying to get away from him. This was a case of officer created jeopardy.

"The crux of officer-created jeopardy is putting yourself in a position to use force in response to whatever the suspect's doing, as opposed to just reacting to protect his own life or someone else's,"

You could go down a rabbit hole with all the ways this should have been avoided.

She wouldn't be dead if she hadn't been there.
She wouldn't be dead if the agent hadn't stood almost in front of the car (which violates standard officer training)
She wouldn't be dead if she hadn't tried to leave.
She wouldn't be dead if the agent hadn't drawn his weapon as she barely moved the car.
She wouldn't be dead if her wife hadn't been egging her on.
Also, I don't think she would be dead if the agent hadn't been injured in a previous incident involving being dragged by a fleeing vehicle.

We're all products of our experiences. Right, wrong, good, or bad.

When someone injects themselves into a law enforcement action, things for the most part tend to go badly for them. They either end up arrested, arrested and injured, arrested, injured, charged, or arrested, injured, charged and convicted. Then sometimes, things go REALLY badly, and someone ends up dead. NONE of those things are good. Not a one. Why get involved?

It is indeed tragic that this woman's children will now grow up without a mother. What will probably never get talked about is now how are these children going to view Law Enforcement in the future? Are they going to have the wherewithal to view this tragedy for what it was? Or, are they going to go down the dark path and give in to the narrative that all Law Enforcement persons are bad?

You mean when she had the wheels turned to the left as she was backing up before she turned them to the right to escape.
Again, we disagree.

Once again, this shooting might have been legal, technically, but it was not necessary to protect the officer's, or anyone else's, life. In my opinion, for what it's worth.
