It was definitely a factor.
Universal healthcare only aggravated the hyperinflation they were already experiencing, and many economists believe it pushed them over the edge of a cliff they were going over anyway.

Government takeover of oil production was another disastrous policy decision that helped doom their economy.
They now produce far less oil than they did back when their economy was booming, and their unemployment rate is staggering at over 40%.

Venezuela will always stand as a prime example of how a socialist government takeover can and will doom a country's economy.

The oil companies were American and paid the Venezuelan government royalties
At the time Venezuela was the biggest oil producer in the world.

He went back as a consultant in the early 90's, working for the state run oil company.
This was pre Maduro when Venezuela was still a democracy.
Every managerial position had 2 people filing it.
A connected Venezuelan had the title and the big $$ and an American engineer who was actually doing the job.
My dad told me everything got stolen.
If he need 10K feet of drill pipe he had to order 40K feet from the US.
A little bit got stolen every step of the way. If he was lucky, he had 10K feet left when the shipment arrived.
Kidnapping of American oil executives was rampant and he had an armed security detail 24/7
One night his security detail drug him out of his room, rushed him to the airport and put him on a plane
to Miami. The head of his security detail said he was going to be ambushed on the way to work in the
morning and he had to leave. He got on the plane and never went back.

Long story short
Maduro may have destroyed Venezuela, but the corrupt ruling class created the conditions that
put him in power.
