I don't understand what his issue is, it just sounds like he's ranting about more shit he doesn't understand or even know anything about but maybe he'll clarify with a link to the talking head who's telling him this stuff, or just a post explaining what the fuck he's talking about.

It seems all the local constitutional scholars have gone quiet lately.

Congress can certainly make laws to instruct the states how to carry out elections, but the federal government can't run them.
