The whole UL cert for machine tools is such a racket that I have been considering testing to get a PE license in electrical and electronics. A PE can spend a day reviewing a machine tool and they charge $2500+ for doing it.

Never heard of that here in Indiana.  We've had a lot of electrical changes, as well as added/replaced many pieces of equipment over my 27 years at this company and to my knowledge we've never had any UL certifications done on any of it.

I have heard rumor that it was required on some machines, certain county or city codes here in washington state.
the one i found funny is they required us to install a fire sprinkler inside the enclosure of our machine (recent move). the person or company contracted for this was most definately union. that was very pain full to watch work not getting done, machine sitting for 3-4 weeks.

contacted a company DMG sent me to, and they quoted $2500-3000 assuming there weren't any changes that needed to be done, so not nearly as bad as our electrician made it sound.

UL is such a scam for CNC machines. Anything that is CE spec is more than safe enough to protect not only a company's own internal electrical systems, but safe enough to protect a community's power grid.
