It always has been
It was a pestilence ridden hellhole when the French colonized it 400 years ago
They imported 100's of thousands of slaves from Africa to work on the sugar plantations
The life expectancy of a field hand was 6 months as it was cheaper to work them to death and buy new slaves
than take proper care of the current lot.
There were numerous bloody slave rebellions over the years and in the early 1800's the slaves slaughtered
most of the whites and formed a "republic" noted for it's brutality, repression and corruption.
I don't think there has ever been a peaceful transition of power in it's 200+ year history.
