I think that people that view punishment as a deterrent think that way because they don't have a criminal mind.  They look at it through their own eyes and say " Damn I wouldn't want to be put to death so I wouldn't contemplate doing the crime for fear of the punishment"  A criminal looks at the punishment and says "I'm better than that asshole, I won't get caught doing my deeds so who cares what the punishment is"...  So in my lowly opinion, I do not see punishment as much, if any, deterrent to crime.

I think that is *most* people.  Not to say that punishments are effective for all, but as a kid, the threat of a smack from Dad kept me from doing stupid shit most of the time.  :D

I just learned how to better conceal my bad behavior, my young misbehaving mind thought I wouldn't get caught.  Of course what I didn't realize is my dad was just a grown up version of me and "had been there done that", so he knew what I was up to...   ;D

Criminals are afraid of imminent threats. Drug dealers are afraid of their wholesalers, etc. The threat of punishment by the people up the chain drives them to do things they otherwise would not do, oftentimes. So threats do work. But they are more worried by the most imminent threat than the the distant threat.

My wife is a court clerk and she sees this all the time. There was a guy in her office yesterday, who got caught with a lb of cocaine and a lb of fentanyl and 12,000 cash. It was all confiscated. He is going to do some long prison time over it, but he is more worried about that 12000 cash that was confiscated because he owes someone that money and if he doesn't get it back he might be killed, so he was in her office trying to get some bond money back from a previous case, that he thinks he is owed. He probably would have been safer if he had kept himself in jail.

I don't disagree with much of that BUT do you really think a criminal worries about getting caught and going to jail or worse?

Is a murdered going to say, "well. if I get caught I'll get the death penalty"  It is never a part of a criminals calculus, to the degree they have a calculus.

Bank robber..."Nope, I can't rob that bank, when they catch me I'm going to jail?  It NEVER enters their minds.

A moral people need few, if any laws...you can't have enough laws for the immoral.

There is something to that. Ricky Henderson and Lou Brock never thought they would get caught stealing second because they always believed in their own ability.

the netflix series, Ozark, was a great example of all of that behavior in one show.
