Several thoughts here:

1. .gov saw how much attention the Chinese balloon got and is riding the wave to distract from other issues.

2. Russia or China saw .gov's reaction and is exploiting the situation to shake things up.

Sadly China has acquired all the technology (software and hardware) they need from us so regardless of actual provenance of said balloons and components, we'll never know the entire truth. 

We're just gonna have to wait and see happens next.
