About the only thing in that headline that makes sense is "OUTRAGE REPORT".  :lol: 

It's obvious that the dog was tugging him around and he tripped over it. 

I expected a full on punt and all I got was a clumsy old man tripping over his dog.

I am a dog person. We have three dogs that are center of attention. I believe Biden is a vile POS. However, I would never consider that kicking a dog. It looks more like he was trying to corral the dog with his foot. Perverted con-artist crime family head, yes, Dog abuser, not from that video.
