I didn't think that smokers qualified for lung transplants?  It might be more complicated than that. I wonder if vaping has the same restrictions.

 show proof of possession of self funded medical insurance.

Why stop there. When you go to buy life insurance your rates are determined by your health and lifestyle. We should do health insurance the same way so the people that actually take care of themselves don't have to subsidize those that don't

They do, but not directly. Hospitals receive Federal funding to help pay for bills that people can't afford. It's a benefit to the hospitals, not the patients.  I believe they get other tax breaks too but I'd have to look it up.

So much of our tax dollars go to medical I'm not sure why we fight so hard against some kind of health care benefits. I don't dare say universal or I'll get burned at the stake.
