How does a sniper obtain an elevated shooting position less than 150 yards from an ex president/candidate?

On literally the ONLY rooftop within a line of site to stage that didn't have a USSS counter sniper team on it?

I'm not an expert on USSS, but I have read that for presidential details, they cover every possible sniper hide out to 2000 yards.

The head of the USSS needs to unemployed by Monday.

My kids were head shooting groundhogs at 150 yards when they were 8.

They are saying it was 130 yards. A lot of talk about more security being denied which put them short on manpower. At very least local police should have had that building secured.
