From what I gather this person was born with a vajayjay, but also has XY chromosomes. So a genetic freak, to be crude. So not really a "should a trans chic be allowed to compete" question, more of a "should a genetic freak be allowed to compete" question.

There was a time when freaks were doomed to live a pretty miserable life, good to see we have progressed beyond that. Still a pretty fugly chic tho.
