Looking at it purely from a logistical perspective... if they keep people in/out, it makes it easier for Law Enforcement to maintain the perimeter for who belongs and doesn't. They (LE) probably don't want to play nightclub ID checker all day so it's easier to just to keep people where they are. Not agreeing/disagreeing with it, just making an observation. LE gets WIDE latitude during disasters.

This is Pasadena/Altadena, I'd expect about as much looting there as I would expect in LA.
