Biden, by pardoning his family, seems to be an admission one of two things:
1) they are guilty of something
2) It is possible to manipulate the legal system and convict political enemies

neither of those two things are a good look. Politicians usually try to avoid things that are "not a good look" especially when trying to preserve their legacy in the history books. So the fact that he did pardon them says that it was necessary.

You forgot(?) to add the obvious third option.

Trump has been threatening to prosecute (persecute) his perceived rivals (persecutors) and with those pardons has saved the U.S. money by preventing frivolous prosecutions (persecutions) based on vindictiveness.

Oh that may have been his last speech, but he's not finished yet.
There will almost certainly be more pardons coming for more people who Biden will claim didn't do anything wrong, but he needs to 'protect' them.
