Title 22 is about quote: FOREIGN RELATIONS AND INTERCOURSE. 

That entire chapter (chapter 34, the chapter that contains § 2509),  is about The Peace Corps.

It does not say anything about

"Modify contracts "..with any agency of the United States Government...".

that isn't in the context of the Peace Corps.
