Costing untold billions, and running a racket in the 3rd world to fund warlords - foreign aid is unanimously a scam and always has been. The research part, I can understand an air of chagrin. For the most part, Presidents since Andrew Jackson have been abusing the hell out of EO's. They should only be used when extraordinary situations arise... not every week... or every day like Woodrow Wilson and the king of Presidential shitbirds FDR.
