All the world was watching a couple of B-2's flying east via Hawaii and Guam, with Trump promising a decision within 2 weeks.
Meanwhile the real attack was headed in from the east. Iran never knew they were there and never fired a shot.

no it was not negotiating as Iran would not come to the table.
It was an offer to negotiate, backed up with a description of what would happen if they did not.

Iran chose not to believe him.

Iran declared war on the US when they captured our embassy in 1979. They were not held accountable for that
or any of their other acts of aggression, murder and terrorism over the last 45 years.
