I don't recall a "no video because cameras weren't functioning" conspiracy. I do remember there being a missing segment of video that was questioned? 

But then again, when all of this started to come to light, I had already figured that we would never know what really happened, no matter who was in office.

I definitely thought there was no footage before last week, but that article from Aug 2019 says otherwise. One camera good, one bad, outside the cell.

This one from end of Aug 2019 also says there was reason to think the video was missing footage, but not conclusively to malice or technical difficulties.
