Odd sight

My mother-in-law and father-in-law were driving down the road on Friday. they saw a car in front of them pull out into the left lane of the interstate to pass a car. When it got even with the car it slowed down to about 60mph and stayed even with the car it should have been passing for about a mile. Finally, the car that was being passed sped up and left it behind. that enabled my MIL and FIL to pull up along side the car. There was nobody in it. It scared them and they drove off quickly as well.

I didn't know that was legal yet. wondering if this is a test product of some kind. they said the car was completely unmarked. It does cause me to wonder, if this vehicle is at fault for an accident what would the recourse be?
