There IS a lot going into them... progress has just been hampered by excessive bureaucracy in the past.

This is my favourite version (save for Liquid Sodium Thorium fast breeders): I remember a Toshiba patent 10 or 15 years ago where they would drop in a ~30 foot long reactor in a hole. Then you have a shack on top to monitor it and hook up to. Instant rural power grid, fuelled for 20 years or so. Been awhile since I read it, but if I'm not mistaken it was the first SMR that made it to paper.

There is a new plant opening up near me, an hour or two away, they are decommissioning the old CANdU reactor, and opening up an SMR facility. The idea is build them there, truck them out to the sites - anywhere you can get to with 30 semis, you can build a reactor. I think they gave gov't support up here, hopefully they are successful.
